Fla. primary's big prize likely to go to Romney

(AP) ? Florida's time has come.

The state hosts its pivotal primary Tuesday as Mitt Romney seeks to tighten his grip on the Republican presidential nomination.

Newt Gingrich reset the race by scoring an overwhelming victory in South Carolina. But in the 10 days since, the GOP contest has turned increasingly hostile. And the polls have swung decidedly in Romney's direction.

The former Massachusetts governor enters the day as the heavy favorite in the winner-take-all primary, the final contest in a month of high-stakes elections in which Romney claimed one win and two second-place finishes so far. The path to the Republican nomination ? and the right to face President Barack Obama this fall ? shifts to a series of lower-profile contests in February.

The polls open at 7 a.m. across Florida, where Romney offered an increasingly optimistic tone while campaigning in recent days.

"With a turnout like this, I'm beginning to feel we might win tomorrow," an upbeat Romney told a crowd of several hundred at a stop in Dunedin on Monday.

Gingrich acknowledged his momentum had been checked but promised not to back down.

"He can bury me for a very short amount of time with four or five or six times as much money," Gingrich said in a television interview. "In the long run, the Republican Party is not going to nominate ... a liberal Republican."

Romney's campaign canceled a Tuesday morning rally, but scheduled a night celebration at the Tampa Convention Center. Gingrich will make a series of public appearances ? including visits to two polling stations and a stop at the Polk County headquarters ? before gathering with supporters for a primary night party in Orlando. The last polls close at 8 p.m.

The other two candidates in the race will not be in Florida on Tuesday. Both Rick Santorum and Ron Paul have ceded Florida's primary to Romney and Gingrich in favor of smaller, less expensive contests. They will spend the day campaigning across Colorado and Nevada.

Romney and his allies have poured more than $14 million into Florida television advertising primarily to attack Gingrich, who has struggled to compete with Romney's fundraising ability, staffing and network of high-profile supporters. Gingrich and his allies spent roughly $3 million on Florida advertising.

"We are pitting people power versus money power," Gingrich said Monday as he tried to rally his shrinking base of support.

GOP officials in Florida were anticipating a big turnout, more than 2 million voters, up from a record 1.9 million in the Republican primary in 2008. More than 605,000 Floridians had already voted as of Monday, either by visiting early voting stations or by mailing in absentee ballots, ahead of the total combined early vote in the GOP primary four years ago.

Britain says Afghan withdrawal must be carefully phased (Reuters)

LONDON (Reuters) ? Foreign troops must carefully phase their withdrawal from Afghanistan ahead of an end-2014 deadline, British Prime Minister David Cameron said on Saturday, after France suggested giving Afghan forces full responsibility for security in 2013.

"I don't want to see some sort of cliff edge in 2014 when all of the remaining troops come out at once," Cameron said during talks in London with Afghan President Hamid Karzai.

"But clearly, between now and 2014, the rate at which we can reduce our troops will depend on the transition to Afghan control in the different parts of Afghanistan..."

French President Nicolas Sarkozy said on Friday France would pull its combat troops out at the end of 2013, a year before an end-2014 deadline fixed by the United States and its NATO allies for handing over responsibility for security to Afghan forces.

"We have decided, in agreement with President Karzai, to call on NATO to give some serious consideration to the Afghan army taking full charge of NATO combat missions in the course of 2013," Sarkozy said at a news conference with Karzai in Paris.

He said he would raise this at a meeting of NATO defence ministers in Brussels on Feb 2 and 3.

However, some foreign troops, Sarkozy said, would stay on after 2013 to train the Afghan army - which western countries are building up with the aim of making it strong enough to maintain security without outside help after the end of 2014.

Foreign countries are already handing over responsibility for security in parts of Afghanistan to Afghan forces.

The idea of speeding up that transfer has been floated in the past, in part to provide a cushion to Afghan forces to take charge of security at a time when foreign troops would still be available to help in an emergency.

It was unclear whether Sarkozy's suggestion was meant merely to feed into this debate, or whether he was expecting the United States and its allies to agree to a serious acceleration in handing over to Afghan forces.

In Washington, U.S. defence officials said the United States, which has the lion's share of foreign troops in Afghanistan, was standing by NATO's goal of gradually handing over security responsibilities to Afghan forces by 2014.

"That transition has begun, and we have made considerable progress toward this goal over the past year, thanks to the gains of the military surge and the development of Afghan security forces," Pentagon press secretary George Little said.

Consultations on transition would continue at the meeting in

Brussels next week, he said, ahead of a NATO summit due in Chicago in May.

A U.S. defence official said that, "U.S. forces continue to plan to transition through to the end of 2014. Our policy has not changed."

In Brussels, a NATO spokeswoman echoed the Pentagon's comments, saying "transition is well on track to be completed by the end of 2014, as we all agreed."

SUPPORT AFTER 2014

Foreign countries have promised to support Afghanistan with aid and advice for years after combat troops leave.

But they have scaled back their ambitions for Afghanistan to seek a minimum level of stability that would prevent the country from again becoming a haven for al Qaeda.

The United States also began talks with Taliban insurgents in late 2010 in a slow-moving process to try to reach, or at least begin to shape, a political settlement by the end of 2014.

With the western troop presence becoming increasingly unpopular inside Afghanistan, some officials have said the withdrawal of troops might make it easier to reach a settlement with insurgents - who use their opposition to foreign forces to rally support.

Cameron plans to pull out 500 British soldiers this year but has not yet set out a timetable for further withdrawals.

He made clear, however, that British combat troops would stay to the end of 2014 - though Britain has said it will not expand its area of operations in southern Afghanistan to fill in for departing troops from other countries.

"We ... want to have a long-term relationship with Afghanistan, long after our combat troops come home, and that will happen at the end of 2014," he said.

Britain has some 9,500 troops in Afghanistan as part of the 130,000-strong NATO-led force. U.S. forces number some 90,000. France has 3,600 troops in Afghanistan.

Karzai and Cameron signed a partnership agreement setting out how their countries would work together after 2014.

Karzai said the agreement "will take us into a future where Afghanistan will benefit from the assistance and cooperation and help of Britain towards becoming a fundamentally strong democratic state." The Afghan president was asked no questions at a tightly controlled media event.

Mitt Romney picks up Jon Voight?s endorsement?and jokes about Angelina Jolie (The Ticket)

PENSACOLA, Fla.?The run-up to Florida's Republican presidential primary has already been weird, thanks in part to an extended debate over whether there should be a colony on the Moon. And on Saturday, it got a little weirder.

Stumping at a seafood restaurant here along the Gulf coast, Mitt Romney picked up the endorsement of actor Jon Voight, the star of "Midnight Cowboy" who is perhaps best known these days as the father of actress Angelina Jolie. The actor has long been active in Republican politics, stumping for Rudy Giuliani's presidential campaign in 2008 and traveling with Mike Huckabee to meet with Israeli Prime Minister Benjamin Netanyahu last year.

Voight told the crowd he was backing Romney because he was "strong" and "honest." He declared President Obama had "decided to follow his father's footsteps and take us to socialism."

The actor said Newt Gingrich "fell short" of being able to take on Obama. "We cannot afford another four years of rhetoric," Voight said.

While Jolie's name wasn't mentioned on the stump, Romney did manage to sneak in a reference to the actress's wild child reputation.

Explaining to the audience that he wasn't sure how to "chit chat with a famous actor" when he phoned Voight to ask for his support, Romney said he decided to talk about his kids.

"I started talking about my five boys," the candidate explained. "I said, you know, it's easier to raise boys than girls. Well, after a long pause, he says, 'Tell me about it.'"

The line got a huge laugh from the? crowd of several hundred people who turned out to see Romney stump with Voight, as well as Virginia Gov. Bob McDonnell and Sen. John McCain, who entertained the crowd with his own stand-up routine while introducing Romney.

The Arizona senator, who trained as a pilot at the naval base in Pensacola, joked that the money he spent as a young bachelor in the city had single-handedly kept the city's economy alive. And, in a repeat of a line he often repeated on the presidential campaign trail here four years ago, McCain joked about Zsa Zsa Gabor's sex life.

Noting the other dignitaries on hand, McCain said, "I feel a bit like Zsa Zsa Gabor's fifth husband. I know what I'm supposed to do, but I don't know how to make it interesting."

A few feet away, Romney let out an awkward giggle.

"I thought we only brought one actor and comedian here today," Romney told McCain when it was his turn at the mic. "Gosh, that was quite a repartee there, senator. That was fabulous."

Chevron 4Q profit falls 3 pct on refinery decline (AP)

NEW YORK ? Chevron Corp. said Friday that net income slipped 3.2 percent in the fourth quarter as its refineries struggled to pass on the higher cost of crude oil.

The San Ramon, Calif. oil giant on Friday reported net income of $5.12 billion, or $2.58 per share, in the final three months of 2011. That compares with $5.3 billion, or $2.64 per share, in the same part of 2010. Revenue increased 11.9 percent to $60 billion.

The net income fell short of Wall Street forecasts of $2.86 per share, according to FactSet. Shares dropped $2.04, or 1.9 percent, to $104.55 in premarket trading.

Chevron, the second-largest U.S. oil company behind Exxon Mobil Corp., said that oil and natural gas production declined in the quarter. Profits from its exploration and production business increased anyway, as the company sold oil at higher prices. International natural gas prices also rose in the quarter.

The refining business struggled, however, as falling prices for retail gasoline and other fuels made it harder to pass along higher oil costs to customers. Chevron's U.S. refining operations lost $204 million from October to December, compared with a profit a year-earlier, while international refining profits fell by 46.4 percent.

For the full year, Chevron earned $26.9 billion, or $13.44 per share, compared with $19 billion, or $9.48 per share in 2010. Annual revenue increased 23.3 percent to $253.7 billion.

Exxon will release its fourth-quarter financial results on Tuesday.

Earlier in the week, ConocoPhillips reported a 66 percent increase in quarterly earnings, though much of that came from the sale of a pipeline and other assets. Occidental Petroleum Corp. reported a 35 percent jump in quarterly profits as it increased production and sold crude oil for higher prices.

2 Chainz Praises 'Father Figure' Too $hort On 'RapFix Live'

No doubt 2 Chainz is the hottest underground rapper in the streets right now, so when he threw a nod to rap legend Too $hort on Rick Ross' "F--- Em," it proved that the ATL spitter's hip-hop ties were deep-rooted. "Dad wasn't around; my father figure was Too $hort," 2 Chainz spit when he appeared on Rozay's Rich Forever mixtape.

So when Chainz and Short Dog appeared on Wednesday's "RapFix Live," they shared quite a moment. It was $hort's 1988 album Life Is ... Too $hort that provided 2 Chainz with his earliest musical memories after he sent someone much older than him to the store to buy the explicit CD LP for him. "I remember being in the neighborhood and all the other kids' parents thought I was bad because I was tryin' to get them to get on that," 2 Chainz said.

2 Chainz went on to praise $hort for his beef-free career as well as his way with the ladies. "I can only imagine why $hort has never had beef with nobody," 2 Chainz told "RapFix" host Sway Calloway. "He's a straight-up businessman. He got a savvy and it is about the women. And at the end of the day, it's about getting your money."

Getting money is something 2 Chainz knows plenty about. His current single, "Spend It," is a lyrical celebration of life's excesses. Industry insiders expect Chainz to go on to cash even bigger checks once he signs with one of the major labels that have been pursuing him. "I'm coming up to New York to have a few finalized meetings," 2 Chainz said about his plans for next week.

Chainz is also headlining his first major NYC show at SOB's on Monday and will stop by "RapFix Live" next Wednesday.

Danny Boyle offers glimpse of opening ceremony

(AP) ? Director Danny Boyle offered a sneak peek of 2012 London opening ceremony that would include the ringing of a massive bell and one of the U.K.'s most maligned institutions, the National Health Service.

Boyle told reporters Friday at an event marking six months until the games that the opening ceremony was "an enormous bloody thing."

Boyle said that he was aware of the pressures to produce the first Summer Games ceremony since Beijing, but his point of comparison will be the 2000 Sydney Games because of its emphasis on individuals.

Errant email cripples German parliament

The German parliament's email system was hampered for several hours for more than 4,000 staffers and deputies when hundreds of workers responded to an errant email sent by one staffer named "Babette" to all 4,032 co-workers.

The flood of emails began when "Babette" accidentally replied to "all" on the Bundestag email list with a short answer to a colleague: "Please bring me a copy of the new directory."

Their exchange quickly multiplied when hundreds of colleagues responded with comments ranging from please "remove my name from your list" to "I'd like to take this opportunity to say hello to my mother."

It was a rare moment of light-hearted confusion in a country with a reputation for doing things with precision.

Many Germans working in the parliament remained uncharacteristically relaxed. One member of parliament for the Greens party, Volker Beck, said: "One mistaken click and the parliament's email system is turned into a new social network."

One anonymous staffer in the usually anonymous parliament building wrote: "I think this is great. We should do this once a month. It'll help us grow together."

A spokeswomen of the Bundestag confirmed that there had been a flood of emails in response to the errant email and that it was possible, as German media reported, that emails in the parliament were delayed by up to a half an hour due to the high volume.

Jason Salzman: Rep. Lamborn Says Others Played Hookie With Him

On KNUS radio's "Kelley and Company" this morning, Rep. Doug Lamborn told host Steve Kelley that he wasn't the only member of Congress to skip President Obama's SOTU speech yesterday, implying, perhaps, that he was being singled out unfairly:

The president didn't know or care if I was there. And actually I know of others who were not there. I happen to be one who said in advance I wasn't going to be there. [laughs]

I called Lamborn's office to find out whom Lamborn was thinking of. And were the other no-shows also protestors like Lamborn?

"There's no roll-call vote taken," Lamborn's Communications Director Catherine Mortensen told me. "If someone shows up or doesn't show up, there's no record of it."

She didn't know which lawmakers Lamborn had in mind, but she did tell me that she'd read press reports that Rep. Tim Scott of South Carolina had considered skipping the event.

Scott was thinking about watching the speech with his brother, but he ended up attending. His idea to be a SOTU no-show was not a protest, according to local press reports.

Kelley didn't ask Lamborn how he knew that Barack Obama didn't care if he attended the SOTU, but he did ask Lamborn if he thinks he made a difference by not being there:

Lamborn said: "I did get a chance to tell people why I oppose the president so strongly... I feel better."

Dusk was still early for full darkness, and yet the building already stirred with life. Lucretia had long emerged from the basement to give activity to the dark estate, lighting the lamps with slow precision. Each night and day melted into one another, a painful existence with no apparent end. The only solace, it seemed, would be to walk into daylight, ending that eternal suffering. Yet, Lucy lived on, if not for herself, then it was for her "family", they've all grown increasingly fond of each other over the decades, though there are times when they do clash. A few years ago, Lucy had met a young man by sheer accident, and the moment they locked eyes, each painful memory of her youngest son flooded her vision. She'd watched her baby grow up and grow old and this young man was the epitome of her child. A child she had never experienced, for he was only eight months old when the woman was forced to leave her life. She had to have this young man for herself, to have her son again, eternally. And so she did, and he went willingly for his life already had an expiration date. The past six years had been easier for Lucy with Dominic around, and although Sally had once brought life to their home, Dominic had that special role in Lucy's life.

So there she was, awake early, when the sun had just disappeared beneath the horizon, but it was still fairly light outside. After lighting a few lamps in the hallway, Lucy stepped out into the shadowed back patio, it was facing south, so the purple-red hue, the remnants of sunlight, lingered in the distance, teasing the nocturnal creatures with something they could never experience again. Lucy always felt nostalgic at this time of night, remembering the sight of sun was a foggy memory, but as years passed, she began to expect this feeling, much like a routine. Just as her "family" would begin to rise from the basement, where they slumbered in safe darkness during the day, Lucy would be heading out to catch her dinner.

It wasn't everyday that the woman would eat, instead stretching on her hunger for as long as she could; three, maybe four days. Tonight was the third night, and Lucy had grown increasingly weak over time what with restricting herself the elixir of life. There was no clear motive on why she did what she did, be it love for mortals, or even the need to harden herself against the demands of her hunger, no way to truly pin point her thoughts and desires. Lucy had gotten herself into casual skinny jeans, donned some high-heeled leather boots, a simple black blouse and a cropped leather jacket to finish off the look. Her long black hair in untamed curls drowned her shoulders, framing her pale face. Those green eyes that looked on from beneath thick lashes were intense and yet empty. Whoever was the first to meet her upstairs would only be given a curt nod and Lucy would disappear out the door, getting into her simple black car. The drive to the city wasn't too long, she'd spend the time blasting classical music through her speakers as she drove. It was one of the only luxuries of the modern world that she enjoyed.

Public parking wasn't one of it, but once she did find a spot, she'd rather take a stride through the city to physically find her suitable dinner. Although Lucretia certainly wasn't a city person, respectively, she did enjoy the variety she was allowed with the crowd. It was easier to feed, and easier to catch, and even easier to choose. Taking long strides along the sidewalk, she'd blend into the crowd of pedestrians, much like she did every time she fed. That playful smile, that gaze that stops even the stoniest men in their tracks, those were all tools for survival, truly. But before Lucy could find her dinner, much less begin searching even, she was halted in her tracks so sharply, the person walking behind her almost slammed into her, swiveling out of the way. The brunette inhaled sharply, closing her eyes then opened them to gaze upward into the vast expanse of the sky, she stood like a statue in the middle of pedestrian traffic. What made her stop? A familiar sense, a connection so deep, it drew Lucy almost inevitably.

Eventually, she began walking, slowly at first, then faster and faster, until she broke into a run, following the pull. Adrian, she thought, it had to be him, she was so sure he was here, and she had to find him. Fueled by hate and revenge, Lucy breezed along the sidewalks, brushing past people, across the streets, missing cars as they honked in response. And then she stopped sharply, in front of an entrance to a pub. Glancing up at the title of the pub, she couldn't comprehend anything besides the need to bring this man to his death. She entered with care, brushing past people, yet she wasn't quite there, all sounds muted. Once she was in, her eyes narrowed onto a man, who's back was facing her, bent over a bar counter. It was him, she knew it, she felt it. With a determined stride, Lucy crossed the bar area, pushed past people, grabbed his shoulder and jerked it, "Adrian!" She barked.
